The role

Windmill’s Partnerships Team builds and nurtures relationships that expand our reach and impact across the regions we serve. A large share of our clients come to us through referrals from trusted partners in education, employment, settlement, and professional sectors.

The Partnership Development Lead, Quebec will drive the growth of Windmill’s presence across the province, building relationships and opening doors for skilled newcomers. Based in Montreal, and reporting to the National Director, Stakeholder Relations & Quebec, the Lead will engage a referral network of immigrant-serving organizations, learning institutions, regulatory bodies, professional associations, and ethno- and occupation-specific groups that can connect internationally trained professionals with Windmill’s programs.

This dynamic, front-facing role is primarily focused on building and expanding partnerships across Quebec – ideal for a self-motivated relationship builder who thrives on being out in the community, meeting partners, attending events, and turning ideas into action. It also involves additional responsibilities related to partnership management, compliance, and data reporting.

Key responsibilities

Partnership generation and development (70%)

  • Execute Windmill’s partnership strategy for Quebec, aligned with regional growth priorities.
  • Cultivate new partnerships with organizations positioned to refer skilled immigrants to Windmill.
  • Maintain and strengthen existing partnerships through regular communication and follow-up activities.
  • Deliver presentations, information sessions, and career-planning workshops (virtual and in person) for potential clients and partner organizations.
  • Represent Windmill at education and immigration fairs, industry conferences, and community events to build visibility and reach qualified applicants.
  • Collaborate with Windmill’s communications team to align messaging, materials, and outreach initiatives.
  • Keep abreast of the Quebec immigrant employment ecosystem, licensing and training requirements, and labour-market trends to ensure effective targeting of partners and applicants.

Partnership management and compliance (20%)

  • Strengthen and sustain partnerships through collaborative planning and, when appropriate, the development of tailored initiatives or pilot programs that better serve internationally trained professional newcomers.
  • Maintain accurate partnership records to support transparency and reporting requirements.
  • Monitor partner performance, track referral outcomes, and proactively flag any emerging risks or compliance issues to the National Director.
  • Gather insights from partners’ programs and share relevant updates to improve internal coordination and client service.
  • Contribute to the continuous improvement of partnership tools, templates, and outreach processes.

Data reporting and research (10%)

  • Produce periodic reports and dashboards summarizing outreach activity, referrals, and outcomes.
  • Analyze partnership data to identify trends, gaps, and opportunities for improved engagement.
  • Support leadership and the Partnerships Team with research and data requests as needed.

Qualifications and knowledge

  • Minimum five years’ experience in partnership development, stakeholder engagement, or business development roles with measurable performance targets; post-secondary education in this area is considered an asset.
  • Strong knowledge of Quebec’s employment, education, and community sectors.
  • Bilingual (French and English required).
  • Proven ability to meet outreach or sales targets through stakeholder engagement.
  • Experience using Customer Relationship Management (CRM) tools such as Salesforce is an asset.
  • Comfortable using common digital media platforms for marketing and outreach.

Compensation and benefits

  • Starting salary range $70,000 - $75,000 annually, based on skills and experience required for the role
  • Full-time position, 40 hours/week
  • Hybrid work solution with a minimum two (2) days in the Montreal office
